The reasoning behind this is very simple:
On top of all the other bonuses, we also gain the option of rolling the Fallen Empires buildings without Cosmogenesis, basically allowing for more diverse builds (such as other Crisis Paths and even becoming the Custodian/Emperor) while still having a very strong economic output. It's also a no-requisite Ascension Perk, so you don't need to complete all Crisis Levels, get a tradition finished or something like that to usufruct from its bonuses.
