This video shows how GpoPoker writes a local policy in WinPE, allowing the BITS service to detect the change and adjust the speed accordingly. Just a registry key change be detected as the services listens for a a RegisterGPNotification or a WM_SETTINGCHANGE notification, so registry key changes are ignored.
