Deep router buffers have developed in router designs over time and cause high latency for delay sensitive traffic, due to small flows being subject to head of line blocking within these deep Q's, which can sometimes be megabytes deep(seconds). The effect is to make 'all apps' performance seem poor to the end user. SQM solves this problem as shown here.
Uses SQM fair queue management to spread traffic for all flows(usually tcp tuples) across multiple drop queues
