[...]\Epic Games\UE_4.20\Engine\Content\Functions\Engine_MaterialFunctions02\ExampleContent\Textures\LowResBlurredNoise.uasset
Of course this will depend on where you installed your engine. Usually, it would be installed in your Program Files folder.
Just copy it your your project content folder and you should be able to use it.
