FIXED: Docker Stuck in Starting Mode
In this video, we're looking at Docker not starting on Windows 11. You will usually see "Docker Desktop starting..." on the screen, but nothing changes. The solution I found was posted by Yavuz Yoldaş on Stackoverflow and the link is below.

Lines and Commands used:
Locate vmcompute "C:\WINDOWS\System32\vmcompute.exe"
Run Powershell as Admin and run the below commands (remove quotes)
"net start vmcompute"
"wsl --set-default-version 2"
