If you want to change the speed at certain spots in a singular clip, use the Time Remapping feature.
Right-click on your clip and select Show Clip Keyframes, then Time Remapping, then Speed. The rubber band becomes visible on your clip. With the pen tool, create a keyframe where you want a speed change to occur. Then, use the selection tool to pull the rubber band up (increase speed) or down (decrease speed) in the desired section of your clip.
You can add multiple keyframes and change the speed in numerous segments of your clip. To provide a smoother transition between speed changes, you can click and drag the top of a keyframe to create a ramp. This makes the speed change less abrupt.
