Having issues with hard disks being read-only? Dual boot Linux with Windows 10? This will probably fix your issue.

There are a number of reason why a disk might be read-only the most common is, you do not have the correct permissions.
In this specific instance the issue is the way Windows 10 shuts down, or doesn't.

Windows 10 has a feature called fast start-up. What this does is put your computer into some kind of hibernation state when you click shutdown, instead of actually shutting down your machine. If you click restart instead of shutdown your computer actually restarts.

This Windows 10 feature can cause error messages like "Unable to create steam library, HDD "Read-Only"" to occur when you are using your Linux OS.
