Speech writing is a technique similar to an essay or a presentation. But, you have to take care of your audience (people you are talking to) while writing a speech.
The basic format for speech writing, for GCE O Level English (1123).
1. Put inverted commas at the start and end of your speech.
2. Write an introduction.
3. Cover the first content point (body)
4. Cover the second content point (body)
5. Cover the third content point (body)
6. Conclusion
Some tips for speech writing are:
Use simple, compound and compound-complex sentences:

Simple sentences: A sentence that consists of just one independent clause. A simple sentence has no dependent clauses. (An independent clause (unlike a dependent clause) can stand alone as a sentence.)
Example: Please through the ball.
Compound sentences: A sentence that has at least two independent clauses. The independent clauses can be joined by a coordinating conjunction (and, for, nor, but etc).
Example: The pirate captain lost his treasure map, but he still found the buried treasure.
Complex sentences: A sentence that contains an independent clause and one or more dependent clauses.
Example: Wherever you go, you can always find beauty.
Compound-complex sentences: It has two or more independent clauses and at least one dependent clause.
Example: Kate doesn't like movies because they are loud, so she doesn't watch them.
Tips for writing a perfect speech:
1. Use rhetorical questions
2. Use the "you" tone
3. Engage your readers (throw questions at them)
4. Use fillers (such as Umm..) but very partially (only sometimes)
5. Thank you audience at the end
