Some small hand sanitizers have very small filler necks, and 'clog' easily during the refill process. By pre-squeezing out air from the empty bottle, as soon as you notice the filler neck 'clogging', you release some grip on the empty bottle and this 'sucks in' the clog, and keeps your refill process going smoothly.
You may find this is not necessary if your filler neck is large enough so it never 'clogs' up, or if you refill very slowly.
