Limiter plugins or hardware can be used as a "Brick Wall" for volume. This prevents audio from clipping or reaching ear damaging levels. It can also be used to squash dynamics up toward that wall to remove dynamic range by increasing the lowest volume to match the highest. In this way, limiting is closely related to compression. A limiter is essentially a compressor with the ratio set to infinity.
