Staff's best asset is Weakening Charge; Hook Strike (and the Malicious Variant) are utility skills with a very strong 4-second Knockdown (+ self Quickness), but the skill is terrible for damage.
Dagger-Dagger's weapon profile is weakest from 100-50%.
Combine these facts and we get a combination rotation.
Leveraging both Maleficent Seven and Mercy) for 8 seconds of consecutive Weakening Charge casts (which is a sustained animation lock xD )

I don't recommend playing this anywhere. The animation lock is unreal, and it has all the usual (Dagger) Deadeye downsides.
