Siberian studies of anomalous phenomena in "perestroika" years were concentrated in the city of Tomsk, where in 1988 the USSR Ministry of Education established the legendary Siberian Scientific Research Center on Anomalous Phenomena (SSRCAP - СибНИЦ АЯ) on the basis of the Tomsk Polytechnic Institute. Victor Fefelov was a freelancer, who took part in almost all the studies of the Center. Later, when SSRCAP ceases to be active, Victor Fefelov organizes in 1999 the Biolon Ecology Center, which was involved in emergency forecasts under the cooperation agreement with the Emergency Situations Ministry in the Tomsk Region, as well as conducting numerous environmental studies in Siberia, including largest nuclear enterprises of Russia.
Very soon Victor will tell about his personal experience of research and will open up the backstage of one of the main Soviet organizations for scientific study of the paranormal at the next "Unexplained Meeting".

Fefelov - chemist, a member of the Union of Journalists of Russia (USSR) and a paranormal investigator, began his research in 1984 and to this day is actively exploring in this area.
