The Caribbean nation of Haiti is in the grip of rampant gang violence, that might as well be called an all-out war. On March 3rd 2024 criminal elements organized a massive jailbreak of over 4,500 prisoners who overran the capital. Various heavily armed factions now control approximately 80% of Port-au-Prince, shutting down the airport and forcing more than 360,000 people to flee the city and its surrounding areas.

However, the local Haitian police force is close to being reinforced by a seven nation UN security mission led by Kenya. Their goal is to establish free and fair elections without simply adding to the ongoing violence. We’ll see how this is now the latest UN mission in a decades long string of controversial foreign interventions. What historical factors have complicated the response?
