In this Computer Science video lecture for class 11 we explained why NAND and NOR gate are called universal gate. Any logic gate (OR, AND, NOT) can be constructed using NAND and NOR gate only. As any digital circuit can be built using these logic gates and all the logic gates can be constructed using NAND or NOR gate only, that's why they are called universal gate.
