Simply click on video manager in your YouTube channel then click on playlists.
At right top side, you will fine option to create new playlist. Just click there and give some name to new playlist.
You may put some description and change the name again of new playlist.
Click on edit and at the right side you may find the option to delete the existed playlist. If you are sure then click to delete as this is undone process, so be carefull while deleting your playlist.
