To apply an effect to multiple clips in Premiere Pro, hold down the Shift key and select the clips you want to apply it to. Next, drag and drop the effect in the timeline on one of the selected clips.
The first method shown in this video (and described above), shows you how to add the same effect to multiple clips at once. While the second method does that somewhat too, however, the effect won't be placed directly on the clips but instead on a layer above them. Both ways is really useful, depending on what you are trying to accomplish.
