Jiaqing’s reign was the first that saw the Qing empire significantly weaken. Although well intended, he was too weak to crush the rampant corruption in the court, and even though he took measures to fight the growing circulation and consumption of opium, these would prove to be too little too late. Overall, Jiaqing would go down as the least popular qing emperor in the eyes of officials and noble families.
