Rome's borders were defined by the pomerium, a sacred boundary dating back to the mythical founding of the city by Romulus that dedicated the city to the gods and define Rome as distinct from the rest of the world. Even though the actual city quickly grew beyond this initial boundary, the Roman constitutional system defined the legal city only as the area enclosed by the pomerium, with everything outside of it being viewed as territory that belonged to the people and senate of Rome.
