VidPlayVST-Finale is a customized version of the VidPlayVST plug-in available for conventional DAWs. It is free to download and use. It works only in Finale, not in other DAWs.
Why does VidPlayVST-Finale need a MIDI note C to cue start of playback?
Unfortunately the sync information that Finale provides to VST plug-ins is incomplete, and does not conform with conventional DAWs. However, it is possible to calculate correct synchronization if a MIDI note is used to signal the playback start position. Each time you audition your score you must start playback at, or to the left of, a MIDI note C sent to the VidPlayVST-Finale plug-in.

Forum discussions from several years ago talk of a video playback window included in Finale. Nobody seems to know why it was removed in recent years.

Install the VidPlayVST-Finale plugin and then start Finale
VidPlayVST-Finale is an Instrument plugin and it requires its own staff
Insert a MIDI C note to cue the start of video playback
Assign VidPlayVST-Finale as the instrument for this staff
Open the plugin window and choose a test video file
Playback starts as the cursor passes over the C note in the staff
The test video shows elapsed time synchronized to the Finale transport
