PSP HertzRider2 is an emulation of an analog frequency shifter. Unlike pitch shifters which shift the audio content by a given interval (multiplication of entire harmonic content) the frequency shifter shifts entire harmonic content by a given frequency - thus the result often is non harmonic.
Originally frequency shifters where made as analog devices to tune drums (you can use the PSP HertzRider for it) or as a sort of modulation tool for modular synthesisers.
So, there is no chance the PSP HertzRider2 will sound like a pitch shifter as it is a different sort of tool. However, in many cases it is the right choice for post recording tuning of drums, to add some unusual movement to the track or to create crazy sorts of effects on the tracks. With new envelope follower feature it is for instance possible to recreate some vinyl scratching like effects on a drum tracks or to make a sort of electronic gliding toms out of it.
