There's a clear difference between the two phrases "all the time" and "the whole time."
All the time = regularly / frequently
The whole time = during the whole period
➡️My kids play outside all the time. They usually play outside.
➡️We drove from London to Edinburgh. Bethany talked the whole time. She talked the entire journey.
