STORYLINE
An exit poll on Monday said the party headed by Ukrainian President Viktor Yanukovych had swept regional elections.
But the main opposition party, run by former Prime Minister Yulia Tymoshenko, has called the vote the dirtiest in the past 20 years and refuses to
recognise results in three key provinces.
The exit poll, conducted by the Ukrainian arm of GfK, an international market research firm, said Monday that Yanukovych's Party of Regions received 36.2 percent of the vote in local councils.
Tymoshenko's party got 13.1 percent.
Sunday's vote was seen as a test of Yanukovych's commitment to democracy after his first fraud-marred grab at the presidency sparked the Orange Revolution in 2004.
Critics say Yanukovych is seeking to build an authoritarian state.
"These local elections are the dirtiest elections in Ukraine since independence," Deputy head of the "Batkivshchina" party and Tymoshenko's former Deputy Prime Minister Hryhoriy Nemyria claimed on Monday.
"After the Orange revolution all elections, whether it's local, parliamentary or presidential have been considered as generally free and fair in correspondence with European standards. This elections were first elections conducted under the full authority of the new president and the new government, he said"
However a Russian election observers said "election was well organised" and "legitimate".
Election analysts said the predicted results could prove to be a major victory for Yanukovych's party with Mikhail Pogrebinsky, Director of the Kiev Centre for Political and Conflict Studies, declaring "this election should now reflect that people could trust the Party of Region at least for some years."
